他用块钱，打了全中国人狠狠的一巴掌

据1月22日凤凰网转自华商报的报道，陕西应急救援总队特勤支队队长聂李强因性侵少女致1死1伤，此前曾被西安市中级人民法院一审判处死刑，但犯罪嫌疑人不服判决提出上诉，在法院的调解下，聂李强家属最终交了90万元赔偿，案件又发生惊天逆转。

年1月20日，陕西省高级人民法院做出终审判决，聂李强犯故意杀人罪被判处死刑，缓期二年执行。

自此，犯罪嫌疑人由死刑改为死缓。陕西应急救援总队特勤支队队长聂李强用90万打了法官的脸，也打了全中国人的脸，从左手到右手玩转中国法律。

消息传开，在互联网上便炸开了锅，并激起全国人民的冲天怒火！人们纷纷质疑：造成1死1伤影响这么恶劣的案件，交了钱就可以死刑改死缓，拿钱就可以卖命！天理何在？正义何在？

我们还是来回顾一下事情的经过。

年1月15日凌晨4时许，陕西应急救援总队特勤支队队长聂李强在西安市高新区甘家寨西区东门外等候女友时，发现俩女孩乘出租车回家，遂起性侵之念。聂李强从自己车内取出一把榔头，尾随二人至甘家寨东三排12号楼5单元门前，持榔头连续猛击俩女孩头部，致二人受伤倒地。其中一女子倒地挣扎中，聂李强拽掉其裤子进行猥亵。随后，聂李强逃离现场。

事发后，医院进行抢救，两人是一对姐妹，陕西彬县人，姐姐16周岁，妹妹14周岁。年1月25日，姐姐抢救无效死亡，妹妹一度昏迷不醒。经法医鉴定，姐姐头部遭受钝性外力作用，致重型开放性颅脑损伤死亡；妹妹属重伤二级，伤残程度八级。

《反腐纲要》了解到，聂李强原本就不是什么良民，而是多次作奸犯科的惯犯。经西安市中级人民法院查明，年，聂李强因盗窃罪被西安市莲湖区法院判处有期徒刑3年。年1月因强奸罪被西安市莲湖区法院判处有期徒刑两年7个月，年6月19日减刑释放。

西安市中级人民法院审判法庭认为，聂李强曾因犯强奸罪被判处有期徒刑，经减刑释放后不思悔改，在五年内又犯故意杀人罪，构成累犯，依法应当从重处罚；虽具有自首情节能够当庭认罪，但不足以对其从轻处罚。

因此，人们之所以气愤，一个重要原因就是聂李强是累犯惯犯，不是初次犯罪，狗改不了吃屎，惯犯理应重判。同时，人们也看到，这名罪犯的犯罪手段极其残忍，光天化日之下，竟然随身携带榔头击打小姑娘头部，对年仅16和14岁未成年少女痛下杀手，在小姑娘疼痛难忍，拼命挣扎时，他还忍心拉扯女孩的裤子实施猥亵犯罪。要知道现在杀猪都不用榔头，他居然对着两个女孩的头部猛击，这充分说明罪犯毫无人性！可以说，此时这个人已经不是人类了，而是人面兽心的畜生！

在中国，无论那个朝代，杀人偿命是天经地义的事。但这样一个穷凶极恶的罪犯，竟然因为其有钱就可以在走进新时代的中国逃脱多个历史王朝立下的王法！

罪犯的一时邪念，剥夺了一个16岁花季少女的生命，毁了一个可能留下终身残疾的14岁少女一生！

一个犯下如此累累罪行的杀人犯都能拿钱买命，以后谁还敬畏法律？谁还相信公平？天理何在？正义在哪里？

如果这个案件是终审判决的话，将是所有法律人的耻辱！也将是中国法律的耻辱！

很多人在痛骂司法不公的同时，也有网友埋怨受害者家属不该为了钱财接受调解。

然而，当人们了解到事情的真相后却有些心酸，难过地流下泪水。

原来，受害者家属是一个普通的农民家庭，两个女儿一死一伤，在忍着巨大的巨大精神打击的情况下，还要面对抢救两个孩子高额的医疗费和一个孩子的丧葬费以及一个孩子的后续治疗费。作为一个普通农民家庭真是雪上加霜。这位父亲哭天无路，最终因交不起被巨额的医疗费被告上法庭。为了保住另一个深受重伤女儿的生命，可怜的父亲四处借钱也是杯水车薪，无法添补巨大的费用窟窿。如果坚持要求判犯罪分子死刑，他可能一分钱也拿不到，如果接受调解就能拿到90万，但却让犯下滔天大罪的杀女罪犯免于一死。正如受害人律师张慧清所说，家属也是迫于治疗和生活的需要，在万般无奈地情况下才接受法院调解的。

这是怎么样的纠结、绝望和无奈，才让一个父亲接受这样一个屈辱的调解结果！

众所周知，就连朝鲜这么贫穷的社会主义国家就能实现全民免费医疗、全民免费教育，怎么我们这个世界第二大经济体，整天高喊“崛起了，崛起了！”但当我们的国民在面临如此灭顶之灾时，怎么没有任何部门伸出援助之手？面对1死1伤的家庭悲剧，竟然因为交不起治疗费而被告上法院？这真是我们这个号称世界第二大经济体的社会主义国家天大的笑话！

我们的医疗改革进行了这么多年，竟然还会让一个遭受灭顶之灾的家庭因无力医院扫地出门的绝境。

由于没钱治病，这位父亲最终只能屈辱的接受法院调解，眼睁睁看着杀死自己的女儿的罪犯免于一死。可以想见他的内心是多么的纠结，多么的煎熬！

请问，

医疗机构的社会责任在哪里？

民政救助机构的担当在哪里？

我们社会主义国家的优越性体现在哪里？

多年的的惯犯是怎么当上特勤队队长的？主管部门怎么监管的？

在中国走进社会主义新时代的今天，在天理昭昭的法治社会，陕西西安竟然有这样的悲剧上演，这难道不是在打所有法官得脸？这难道不是在打全体中国人得脸？这难道不是对依法治国最大的讽刺？

在走进新时代共筑中国梦的今天，就是想让老百姓活的更有尊严，真正践行社会主义核心价值观。但是，如果这起案件真的是终审判决，杀人不偿命，拿钱可以免死刑，如此的判决这是哪门子王法？再好的法规，如果它不能为普通老百姓伸冤，不能让罪犯得到应有的惩处，那么，对于人民来说，它就是一部恶法！

如果金钱可以买命的话，《反腐纲要》愿意呼吁广大网友一起为这位父亲捐款。14亿中国人，如果1人捐1块，万人就可以筹到万，我们不相信在中国没有万人要这个罪犯的命！
